Summary:
Prints shows the figure of Lord Frederick North, 2nd Earl of Guilford, standing full-length in profile, facing left, attired in a woman's gown and hugely pregnant; in one hand he holds a paper which reads "America in rebellion", and on the ground at left is a mouse, who laughs "Ha! Ha! Ha!". Presumably inspired by popular turns of phrase referencing Aesop's "mountain in labor" to the effect that the "Mountain has given birth to a mouse."
