Summary: 

Print shows the entrance to St. James's Palace, where Alderman and other representative of counties and cities are holding petitions as they attempt to enter; the party is confronted by the figure of Cerberus, who tramples "The Bill of Rights" underfoot and bears the heads of Viscount Weymouth, the Early of Hillsborough, and the Duke of Grafton; the Duke of Bedford, the Earl of Bute (who holds the leash of Cerberus in his hand), and Lord Holland stand behind the monster at right.
