Probably detached from one of four issues of Whiggeries and waggeries, London : William Strange, 1834. This publication reprinted wood engravings by Robert Seymour, Robert Cruikshank, and others which had previously appeared-- often with different captions-- in Figaro in London, also published by Strange. The identical image appeared in Figaro in London, no. 54, 1832, with the same title.

Summary: 

Two designs divided vertically: Four hogs with human heads, directed to the left, drink at a trough filled with liquid inscribed 'Reform Bill', gushing from a pump whose spout is 'The Times'. The two nearest the picture-plane are Burdett and Hobhouse, next is (?) Lord Althorp. All say 'Very nice!!' In the right panel, the same four hogs, directed to the right, have overturned their trough, saying 'Very nasty!!' From the trough pour out the contents: 'Real Reform'. Behind are three men with a placard: 'Independent Electors', one of whom holds a bucket of 'Real Reform'.
