Probably detached from one of four issues of Whiggeries and waggeries, London : William Strange, 1834. This publication reprinted wood engravings by Robert Seymour, Robert Cruikshank, and others which had previously appeared-- often with different captions-- in Figaro in London, also published by Strange. The identical image appeared in Figaro in London, no. 40, 1832, with the same title.

Summary: 

Brougham, Grey, and Russell bestride a huge bull-dog, its collar inscribed 'J Bull', on a plank bridge. Brougham belabours him with the mace, Grey leads him by a strap, on which is the heading of 'The Times' (as on the paper), fastened to a ring in his nose, while Russell holds his tail. In the stream are the words 'Whig Reform A Shadow', at which the dog is sniffing, and a bundle of loaves, fishes, and ribs of beef inscribed 'Substance'.; proof before the published state.
