Print shows the interior of a room where the Duke of Bedford, the Earl of Bute, and Lord Holland sit at a table. Before Lord Holland is a book of "Unackd Millions". The Devil stands behind His Lordship's chair at right holding ink and an axe, and a goose is slung over the shoulder of the peer, who is represented in the form of a fox; he is writing in the volume before him. Lord Bute, who appears to be sick, turns to speak to the duke, before whom lie four four scrolls concerning the "West Indies", "North America", "Manillas", and "Neg. 150.000." From under the table emerges an old bitch who looks earnestly at the duke and licks the nearest scroll.
