Summary:
Cartoon shows Uncle Sam ordering a small, stunted figure, wearing a dunce cap and holding a flag which reads "Panic Howler 1931", off a chair labelled "Uncle Sam"; on the wall behind the figures is a sign reading "'Whoever sells the United States short will go broke' The late J.P. Morgan".
