Summary: 

Color poster by Otto Soglow that makes use of three cartoon figures, a rather puzzled-looking American gentleman (center) and the large ears and partial faces of Adolph Hitler (left) and Hideki Tōjō (right) as they attentively listen for whatever he has to say. The American appears to be considering the words over his head, "Be smart : act dumb!" The reason for this suggestion is printed below: "Loose talk can cost lives."
