Signed by Schuyler Colfax, Vice-President, and members of Congress, and signed by President Lincoln on 1 February 1865.
The manuscript was engrossed following the passage of the amendment in the Senate on 8 April 1864, and signed by Lincoln following its passage in the House of Representatives on 31 January 1865. His signature reads: "Abrahalm Lincoln / Approved February 1st 1865." The dates of passage in the Senate (8 April 1864) and the House of Representatives (31 January 1865) have been added in another contemporary hand above those signatures.
