The autograph manuscript does not bear a title but the published text is titled "Plan for Encouraging Painting."

Stating that "It is a common complaint that in England there is little or no encouragement for historic painting;" proposing a detailed fund raising scheme for the commission of historic paintings to be hung in churches and public places; detailing specific amounts to be contributed from the salaries of bishops and public officials.
